   When Accumulo initially starts, it appears if all the tablet servers don't come up quickly enough, only a subset of the servers will initially be assigned all the tablets.  This is fine in most cases when that number is close to the total, but when the percentage of online is small, it can cause initial assignment to take 4-5 times longer than normal.
