The vote is ***successful***; the cocoa language can be removed from the
next release.  Future development will be on swift.  Recently the docker
build image running on Travis was modified to include swift-4.2.1, and the
swift unit tests run with each build now.

We're looking for someone who can write a cross test client and server for
thrift to complete integrating swift into thrift with interop testing...
any takers?
