John Hewson closed PDFBOX-45.

    Resolution: Won't Fix

We should not do this. Incremental PDFs are trouble as they cause difficulty for many less sophisticated PDF readers and tools, and they can contain sensitive garbage which can raise privacy/confidentiality concerns.

The only sound case for incremental writing is adding digital signatures, which is what PDFBox does currently.
