I don't really understand what this bug is asking for. I think it was fixed with the config.xml changes recently. Jeff, can you confirm?

However, in the document, it is not stated as supported tag for all platforms and platform-specific document suggest editing <platform>/<project>/config.xml directly. It should not get affected by CLI build, though, if not all functions (especially 3rd party plugin addition) still cannot not supported by CLI.
