I'm closing this for now, because it doesn't seem to make a lot of sense to keep punting on the fixVersion.

Also, it seems there were a few related issues identified here, and they seem to need further teasing out, perhaps in some DISCUSS threads on the mailing list, before proceeding. I would recommend new, more narrowly focused issues be placed in new, separate JIRAs, if anybody has a use case that warrants revisiting anything discussed here.
