Running Java version 1.1 SNAPSHOT behind a proxy

I'm behind a proxy and am having trouble figuring out how to configure 
Shindig.  I configured maven to used the proxy when I built Shindig on 
Linux, but now I'm trying to use the pre-built war file on Windows XP with 
Tomcat.  How do I configure the proxy in this case?
