* Add {{@ApiIgnore}} to non-documented endpoints
* Enable the checkstyle rule implemented in AMBARI-20735

The goal is to ensure new endpoints are documented.  {{@ApiIgnore}} will be removed for any existing endpoint if/when it is documented.
