Cocoon2 build.sh/build.bat classpath

I just checked the Cocoon2 source out of CVS and tried to build it; for
some reason, svgv_0_8.jar isn't included in LOCALCLASSPATH in either the
unix or win32 versions of the build script, which makes the build choke on
the compilation of SVGSerializer.java.

Easy enough to fix, but the build should probably work fresh out of CVS,
right?
