Step to reproduce:
1. Have at least one CloudStack with at least 2 advanced zones.
2. Add a portable IP range
3. Login as at least one non-ROOT domain user and try acquire all the Portable IPs to a network that non-ROOT domain user holds.
4. verify for alerts as admin and non-ROOT domain user
Observations:
(i) There is no alert generated during the above process saying IPs are low (or) there are no IPs free.
Attaching all the required logs along with db dump to the bug.
