### Problem Description
In some scenarios, because of network policy problems, only some ports can be accessed externally
At present, when the ec starts, it will randomly use the available port as the debug port,
It is required to support the control of the range of debug ports used during ec startup through parameters

有些场景 因为网络策略问题，只能部分端口可以外部访问.
目前ec在启动时，会随机使用可用的端口作为debug端口，
需要支持能够通过参数来控制ec启动时使用的debug 端口的范围
