I suspect this causes the following failure on Tru64:

 >> /bin/sh: @cp: not found

(and perhaps elsewhere, this is just the first msg :))

I think the reason is that you can't have more than one '@' in a 
commandline, and now that huge command-line spread on multiple lines in 
makefile.in has more than one.

(no time to test theory now... sorry)
