How to obtain a ECCN Export Code for Turbine?!

Hi folks,

the Turbine project had a user request regarding ECCN export code (see 
http://mail-archives.apache.org/mod_mbox/turbine-dev/200707.mbox/browser). 
As a developer I strongly feel that I lack the competence to solve this 
problem.

We currently have two issues here

+) one Fulcrum component (fulcrum-yaafi) provides encryption/decryption 
based on the JCA/JCE, i.e. plainly invoking the Java API.

+) another Fulcrum component (fulcrum-crypto) can use strong 
encryption/decryption based on the underlying crytpix-3.2.0 library (see 
(http://www.cryptix.org/) . In practice the component is used to provide 
hashing of passwords therefore the usage of the cryptix library is 
overkill. So some refactoring to get rid of this dependency seems to be 
a good idea.


Consequently I have the following questions

+) do I need a ECCN code and if I need one how to apply for one formally?

+) what is the legal situation if we really need a ECCN code regarding 
the existing downloads

Have you read the docs at:

http://www.apache.org/dev/crypto.html

That covered all I had to know when getting APR set up with that sort
of thing.  If it doesn't cover what you're interested in please let us
know and we'll try and work it out.
