New documentation for review: juneau-rest-server-springboot

I've completed the documentation for the new
juneau-rest-server-springboot project for anyone who would like to
review it:

Note that the Spring Boot API support is still considered in-progress
and open for suggestions.

The documentation is getting very good.

I'm not sure if you know the https://12factor.net/ link, but I like the
link for me based on the micoservice pattern.
