Tomcat deletes files

Similar to bug 16831 but tomcat tries to delete also html anf gif files.

A workaround is to mark the app directory structure as read-only but in any 
case also if the file is still present on the filesystem tomcat catches a 
filenotfoundexception and the result is that you have to restart it.

I've previously applied the bug-fix for bug 3896.
