   ZOOKEEPER-2164 can contain potentially multiple different issues. Together with Suhas Dantkale we identified this specific issue with the wildcard addresses, which I was able to easily reproduce in a docker test environment. But there were comments about failing leader elections for ZooKeeper 3.4 as well, and those problems will not be solved by this PR.
   
   I still have to investigate those 3.4 issues, but I think this PR can be handled separately. (also it is possible that the other 3.4 issues are already fixed in 3.5 or 3.6)
