Resolution: Fixed
I've updated the behaviour, but only for content modules. Therefore, the bundle creation wizard will not be affected
* http://svn.apache.org/viewvc?view=revision&revision=1597534 updated tests to create content after the module is deployed
* http://svn.apache.org/viewvc?view=revision&revision=1597536 set the module publish state to none even when we ignore the publish request
