    Resolution: Fixed

I've updated the behaviour, but only for content modules. Therefore, the bundle creation wizard will not be affected

* http://svn.apache.org/viewvc?view=revision&revision=1597536 set the module publish state to none even when we ignore the publish request
* http://svn.apache.org/viewvc?view=revision&revision=1597537 do not re-publish modules when starting the launchpad for the first time
