   @Tartarus0zm Thanks a lot for fixing this issue.
   
   I propose the following timeline:
   - @zenfenan and I discuss and prototype the new `flink-hadoop-utils` module
   - @Tartarus0zm fixes this issue (using the HBaseConfigurationUtil), and adding good testing
   - Either in the initial PR for `flink-hadoop-utils` or in a follow-up PR, we remove the `HBaseConfigurationUtil` and replace it by something generic from `flink-hadoop-utils`.
