Proposal on French translations

Hi all,

some of the uilabels which are referring to the Ids are labelled, for 
example for partyId "Réf. de l'acteur".
I think this notation is a bit long, and it would be a good idea to 
reduce the label only to "Acteur".
Lots of users know that "Acteur" near a textbox or on a column header 
means the id of him, and nothing else.
This would also reduce the length of labels on screens and make them 
more readable.

I'm going to provide a patch in this direction, please feel free to 
comment. Maybe there is also a better translation to use that I haven't 
think about.

I looked for this label (Réf means Id in French) in files and found those below. I put an OK where for me there are no pb, else I 
explain my POV.

AccountingUiLabels.xml

HumanResUiLabels.xml (2 matches)
<value xml:lang="fr">Réf. de l'acteur de</value>  OK
<value xml:lang="fr">Réf. de l'acteur à</value>  OK

PartyErrorUiLabels.xml
<value xml:lang="fr">Impossible de créer l'affilié(e), la réf. de l'acteur ne peut pas commencer par un chiffre, les identifiants 
numériques sont réservés aux identifiants générés automatiquement.</value>  Obviously should be kept as is (I fixed a typo there at 
r816706)

PartyUiLabels.xml (2 matches)
<value xml:lang="fr">Réf. de l'acteur et ident. de connexion</value>  Should be kept as is but not sure
<value xml:lang="fr">Réf. de l'acteur</value>  OK

ProductUiLabels.xml
<value xml:lang="fr">Réf. de l'acteur nécessaire</value>  Should be kept as is IMO (I did not check in screen)

WorkEffortUiLabels.xml
<value xml:lang="fr">Réf. de l'acteur</value>  OK

There are 732 occurences of "Réf." in labels files. If we want to deal with them all, I propose to use rather a wiki page (as exist 
dictionnairies) for that.
