First of all wagon is not aiming to replace libraries like commons-vfs
or something which is going to be extremely generic.
It was started as helper project for Maven and Maven needs
have dictated rather straight forward design goals:

Support for fetch/deploy operations (Wagon uses terms PUT and GET requests)

Make it extensible (providers for different protocols are supported in the form of plugins)

Do not link with any logging system: Wagon supports the Observer Design Pattern (Monitor)

Make it GUI friendly (again the Observer Design Pattern comes to the rescue)

Proxy Servers are supported

Support for server and proxy authentication
