[Release] Framework 4.1.4 Release Candidate 2

This is a much better step in the right direction.  Although, the
set of JARs to install include:

Log4J
LogKit
JUnit
BSF
Rhino


The first two are used to build the **.logger.* part of the framework.
JUnit is obviously used for the tests.
BSF and Rhino are used to generate the announcements and the
header/footer in the distributions directory.

Also, the Avalon-4.1.4 directory structure needs to be deleted after
all the distributables have been written.
