Hi we encountered a similar problem.

A way might be to "dedicate" primary storage to a domain / account / project. This dedicated primary storage might be used for individual service offerings created by a domain admin. In relation to dedicated primary storage it seems to be required to define limits for this dedicated storage too and/or have the option to see how much of the dedicated storage is used (especially in relation to snapshots). The current "limit" for storage on domain/account/project level would then convert in s.th. like a limit for "public" storage and can coexist with the limit for the dedicated storage.
