[PR] [ISSUE #5095] docs: make Docker network setup idempotent [rocketmq-dashboard]

   ### Brief Description
   
   - Makes the shared Docker network setup idempotent in the English and Chinese Quick Start sections.
   - Updates both AI setup prompts to use the same retry-safe command.
   - Aligns the top-level READMEs with the existing deployment documentation.
   
   ### How Did You Test This Change?
   
   - Ran `git diff --check`.
   - Verified that the idempotent command appears in both the AI prompt and Quick Start block in `README.md` and `README_zh.md`.
   - Documentation-only change; no runtime code is affected.
   
   ### Checklist
   
   - [x] One coherent change; unrelated modifications are not bundled in
   - [x] Commit subject follows Conventional Commits (`docs:`)
