I'm not sure it necessarily needs to be added to the toolchain, but I can see a use case where {{./bin/boostrap-development.sh}} downloads it locally and adds it the default PATH. Or perhaps we have a simple shell script wrapper around the jar which downloads it to ~/.m2/ if it doesn't already exist locally.
