[ANN] New taglibs releases

The Jakarta Taglibs Team is proud to announce new releases for 2 of the
project's taglibs:

DBTags 1.0.0
Random 1.0.2

Note that this is probably the last DBTags release though, as it has
been mostly replaced by JSTL's SQL taglib.
