   I wonder whether we should wait with proceeding with this PR and rather focus on finalizing PR #22010 first. That would enable us to improve the testability of the code first and would reduce the complexity of this PR. WDYT? I guess, @RyanSkraba also had a good point with [the proposal in his review comment](https://github.com/apache/flink/pull/22010#discussion_r1191359995)
