Exec does not work

I have noted that under Windows 2000 that when exec runs that a 
True Dos Environment is not sucessfully created for the executing task.
Your program will run but I/O will be unsuccessful.
The same holds for using apply
Is there a workaround to making exec or apply work to create a TRUE
DOS Environment?
