building an XML config file generator

Hello,

Would like to make an XML config file generator that gets different
attributes from a GUI application (e.g. debug-level, string to filter) and
generates a log4j XML config file.

Is there an "XML generator" that upon building a tree of dependencies can
generate an XML file?
