As mentioned in the original report, svn up against /x1/www.apache.org/dist/httpd/ had
succeeded.  svn info reports;

$ svn info /x1/www/www.apache.org/dist/httpd

Is this the website svnpubsub working space?

If so, it seems we want the perms/ownership to be restricted to svnpubsub, so there is no confusion.

If not, it seems this space wouldn't be populated for /x1/www/www.apache.org/ - or no?

Could you clarify the ownership, and repair permissions if appropriate?
