I couldn't regenerate this issue on both the release. The theme component in the provided stack trace looks like a custom one and in any of the OOTB releases I don't find any such code in footer.ftl of bluelight and faltgrey (it's footer.ftl is used in bluelight) themes. I am attaching some screenshots of the tests I ran. I think this issue can be closed.
