   This pr is to introduce persistency on CouchDB.
   
   Notable changes:
   * Default configuration files are added.
   * `db_datadir` is added to use volume mapping for CouchDB data.
   * Cluster setup predicates are restored to work on single node setup.
   
   I copied default configuration files from `apache/couchdb:2.1`
