JavaDoc patch
This patch eliminates all 169 warnings I get when running 'ant javadoc'
in http-core. Most class comments don't add anything to the class name.
HttpContext now has a new constant specifying a reserved prefix, which
is also mentioned in the class JavaDoc.
I get a lot of fuzz, but no error when applying this patch locally.
