[DISCUSS] Provide docker image for pegasus building environment

Hi, folks,

As this issue [1] described, we can provide a docker environment
that can help to build Pegasus.
Here [2] I've done the Dockerfiles and tested on my PC.
And now only one thing remains. It is to create a DockerHub repo
for image hosting.

If the community has no objection to this idea, I will create a DockerHub
org called "apachepegasus", then create a repo called "build-env".
