I can make a echo request to the Locator on a new endpoint.
The echo request is submitted in protobuf format similar to requests we make to the Server
The connection does not get closed by the server

Note: The echo functionality is just there to drive out the stack for the new endpoint and for handling protobuf requests. The echo request will be removed before this feature set is complete
