svnadmin hotcopy failure

svnadmin hotcopy croaks if there is no db/format file which is often the 
case on old repositories.

I vaguely remember some discussion about not creating this file and just 
assuming it's version for old repositories -- the failure is probably 
fallout from that?

I haven't looked into it at all yet, but I imagine it can't be too hard of a 
fix.  I'll take a closer look this weekend if no one else has.
