I have been reading Ratis code in the last several days. Right now my thought is, we gonna need add pause/unpause (should be only one API though) to RaftServerProtocol interface. So RaftServer that implements RaftServerProtocol will implement pause/unpause.

After this is done. In Ozone, when a OM Ratis server is lagging behind, I guess a person can use a client to pause that server, ask the server to install snapshot, and unpause it. 

Does this sound right to you?
