In branch-1 and friends conf/* differs quite a bit from src/packages/templates/conf*. Eg log4j.properties is quite different. I don't think the package artifact needs different configuration settings, and HADOOP-6255 should not have have duplicated all of these files, let's share the files or at the very least make the files match up.
