I removed display-graphic and replaced inline-graphic with external-graphic and href 
with src. It seems to work without any problems, at least it does so for image.fo. 
Maybe some of the other test files for pagination and svg have to be updated to reflect 
these changes.

Trouble Printing FOP Produced pdf files
