I have the same problem too
I solved with  IIS admin mapping a Virtual Directory /jakarta to c:\jakarta

My error:  I was using an absolute path extension_uri in the registry entry to
Jakarta Virtual Directory
 (ex.:  extension_uri= c:\jakarta\isapi_redirect.dll )
instead of the relative Jakarta Virtual Directory  (ex:
extension_uri=/jakarta/isapi_redirect.dll)
then everything start working fine.
