[commons-statistics] 11/15: Remove redundant 'implementation is based on' javadoc comments

    Remove redundant 'implementation is based on' javadoc comments
    
    The Gamma distribution comment is wrong. The F distribution comment
    repeats the definitions provided by the referenced Wikipedia and
    MathWorld web pages.
