Without this indicator, it may be confusing why the downstream Processor is not polling the FlowFile from the queue. In NIFI-9689 the Connection response payload will include a new enum that will describe the FlowFile availability. This field is HEAD_OF_QUEUE_PENALIZED we should indicate this on the Connection label in the row detailing the current queue size.
