RC process for 1.16

Team,

The 1.16 vote passes as recently mentioned. It will be another couple of
days before I can wrap the formal release announcement but I've released
the nexus repository components and am currently getting the actual
artifacts pushed to release.

Tues night or Wed I'll wrap up the signed git tag, docs, and send the
actual release email out.

Apologies for the delay.

Thanks
