Does maven-remote-resources-plugin respect -o ?

I noticed while offline earlier today that my builds stalled more or less indefinitely while the maven-remote-resources-plugin ignored the -o and tried to download snapshot dependencies.

I tried with plugin versions 1.0 and 1.1.

Have I done something really strange to my poms or is this a bug?
