    Updated newtmgr command guide, added ngmr_uart to newtmgr tutorial, and minor formatting

    1) Updated Newtmgr command guide.
    2) Fixed formatting in newt sycn command.
    3) Added nmgr_uart to enabling newtmgr in any app

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/cwanda/incubator-mynewt-site newtmgr_tool
