Review Request: At the end of the wizard if there are errors you are
provided with links back to the step where it thinks the error occurred. It
just wasn't clear that you could get out of the step that the wizard linked
you to and move to a different step where the error actually originated.

Description

In the setup wizard, the back button looks grayed out, even though you can click on it to fix problems.
Also, due to the way the wizard provides links to go back and fix things, it is not obvious that you can move outside of the step that you were sent to.
This addresses bugs CS-15211, Not, back, button, can, click, in, obvious, on, setup, the, the, wizard, and you.
