At present links to follow-ups entries in ticket history are displayed
side by side in a single line. Therefore the length of comments header
turns out to be O(n) where n is the number replies. That means that this
particular part of the user interface can grow beyond available space,
overflow , and cause some trouble with other [Acronym:UI UI] elements . In
order to ensure constant width limit it'd be nice to include those links
at the same place but inside a drop down menu.

This does not seem to be the way to go considering design proposed for

[attachment:t158_r1365626_followups_menu.diff Attached patch] is aimed at
inserting a drop-down menu in case of having multiple follow-ups links .
Apply it against r1365626 in theme plugin.
