The command queue in 2.3 does not dedup commands. 

When Oozie is running several coordinator actions with short frequency the queue is filled up with multiple instances of the same action check commands.

The scope of the patch is a one-off fix for 2.3 for coordinator action check commands for users that cannot move up to Oozie 3.x yet.
