- fix fileset in jar command for package-scratchpad, which was resulting in 
useless jar.
- create new target "prepare-webapp-scratchpad" to copy scratchpad jar to 
webapp lib.  Made best guess for dependencies - someone more familiar with new 
build should double check.  Also made best guess for "unless".
- added new target to dependencies for webapp target
- removed unnecessary definition of Paginator transformer in the imagereader 
sitemap.
