Its 16C / 16 GB RAM so should be OK.

Hi Piers,
Not sure if this is of any help but I've had similar issues when trying to
install the mgmt server on a machine with anything less than 4G RAM. I've
also found that the mgmt server can take a good few minutes to fully start
up and after a while of scratching my head and trying to decipher logs, it
has started working on its own. I got a little confused over whether the
Tomcat service needs to be enabled at startup (Centos/RHEL chkconfig) but I
think that CS takes care of that as I've not needed to do anything specific
for Tomcat in installs since.
Bump up the RAM and try taking a coffee break after it starts up for the
first time - might be as simple as that.

Thanks for the reply.
Yes I did cloudstack-setup-database earlier, and also got onto the web
UI before.
The install hangs at setup-agent so I manually did that from the command
line.
Perhaps I have to do the whole install again and make sure the UI
finishes the set up host component?
I would prefer to learn how to discover/fix things in their current
state as I don't want to have to re-install if I have problems in the
future.
The URL is FQDN (the IP has the same issue)

Did you also do cloudstack-setup-database?
You dont need to start tomcat.
i assume you used a proper url to access cloudstack which is
http://my-mgmt-ip:8080/client
