   Changes for multi-architecture build of PHP 7.1.
   
   *Big change:* The image is being built from Jessie rather than from Alpine because the upstream alpine image does not support PHP and I presumed we would rather be consistent across platforms for PHP.
   
   Still to be done:
   - Tests should use common classes.
