There are also problems if you specify file:// instead of either file:/ or file:/// (that is, it is okay to specify one or three slashes, but not two). I corrected this in src/devguide/cdevdvlp40350.dita, but there are two slashes in three other Developer's Guide topics. I have broadened the issue title to allow for these corrections as well. I will file a second patch. Hope this is all right. More suggestions are welcome.
